Methodologies for assessing the prices of universal services

CTU as an independent regulatory authority in the field of postal services, with regard to the implementation of the principle of transparency and with the aim of increasing the predictability of its actions, publishes a methodology for assessing the cost orientation of prices and a methodology for assessing the affordability of universal services provided by the postal licence holder.

The obligation to assess the price affordability of universal postal services is imposed on CTU by Section 34a of Postal Services Act. According to Article 33(5) of the Postal Services Act, the postal licence holder shall provide universal services at cost-oriented prices. The manner in which CTU will verify both the fulfilment of this obligation by the postal licence holder and the affordability of universal services is described in the published methodologies.
